Task orders in ICI for GovCon

What: In US government contracting, task orders are specific work assignments or projects issued by a federal agency to a contractor under an established contract vehicle such as a Multiple Award Schedule (MAS) or an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Task orders are a flexible and efficient way for the government to obtain specific deliverables within the scope of an existing contractual arrangement.

Each task order outlines a specific set of work requirements, deliverables, and objectives that the contractor is obligated to fulfill. It might include details such as scope of work, period of performance, and pricing.

Task orders might be awarded through competitive procurement, where multiple contractors compete for the opportunity to fulfill the order. Alternatively, task orders can be awarded through sole-source procedures, also known as direct award. In a sole-source scenario, the government selects a specific contractor without a competitive bidding process. This approach is typically used when there is only one qualified contractor available, or when the government has a specific reason for choosing a particular contractor, such as unique expertise or an existing working relationship. The choice between competitive and sole-source procedures depends on factors like the nature of the work, urgency, and the availability of qualified contractors.

How: In ICI for GovCon, you can create a task order by one of the following ways:

From a won proposal using Create Award option

In case of a competitive task order award, you can create a task order directly from a proposal in ICI for GovCon after you have been awarded by the government. All the information from the proposal will be inherited into the task order thus streamlining the task order creation process.

Note: You will be able to create a task order from a won proposal only when the Type of Order selected is Task/Delivery Order.

To create a task order from a won proposal, click Create Award on the Proposal Details page or from the three dots menu.


From an executed prime award (IDIQ) using Create Task Order option

Note: Only a prime award that is an IDIQ award type will have the option to create a task order and will have a Task Order association in the left navigation pane on the details page.

To create a task order from an executed prime award, click Create Task Order on the Prime Award Details page or from the three dots menu.

To create a task order from the Task Order index page,

  1. Go to GovCon tile > Task Orders.
  2. On the Task Orders index page, click Create to create a new task order.
  3. On the Create Task Order page, enter the appropriate information such as legal entity name, task order name, task order number, etc. manually and click Save and Continue.

After a task order is created, it goes through a review, approval, execution, and closeout process.
